Whenpolicymakers to launch a public policy, the state and the government willaccording with the goal and demand of policy to make reasonable budget andplanning, at meantime allocate corresponding fiscal spending. Once get the financial guarantee, the issue and execution of policy could be implemented.From central to local levels, layer upon layer into the public life, feedbackopinion and the results of citizens and the survey also will react on all previouslinks, and provide the basis for the improvement of policy.Based on the comprehensive model, performance evaluation of vocationaltraining policies are available to be evaluated from policy formulation, policy ofinput and output, and policy effects. Due to financial investment is decided bythe policy itself, it is need to join the evaluation of "policy-making" in the wholemodel. In this article, policy formulation, financial input, policy implementationand policy effect will serve as four first-level indicators in performanceevaluation of vocational training subsidy policy, and horizontal partitioningevaluation level. After determined the first-level indicators, based on the4Eprinciples of policy performance evaluation, setting the second-level indicatorsin four angles including equitable, efficiency, economy, and effect. Analyze anddiscuses the indicators according the data of the last two years in Shanghai.
