With the continuous development of the economy,private education has shown a flourishing development trend since the 20 th century.Meanwhile,there are a serious of problems have also arisen.Among them,the issue of the treatment of teachers has always been concerned.The government departments in developed areas,in order to promote the robust development of private education and constantly raise the question of the treatment of teachers,have adopted supportive policies based on the form of government subsidies,hoping to improve the treatment of private teachers,the teaching enthusiasm and stability of privately-run teachers and make preparations for building an international and personalized education these years.In recent years,under the joint guidance of the Shenzhen Education Bureau and the Shenzhen Finance Committee,a serious of government subsidy policies have been introduced to solve the problems of low salary and poor job stability of private teachers.The subsidy policy which introduced by Shenzhen City includes three subsidy items of private teachers' long-term education grants,continuing education grants and scholarships.The scopes of the policy cover various issues that have arisen in the private teacher community.There's aim is to increase the treatment of teachers,enhance their enthusiasm and teaching quality.In order to truly understand the role of three allowances policy in the private teacher team,to find out the actual guarantees that the three allowances policy bring to teachers and to understand exactly whether the three allowances policy are in tune with the needs of teachers,the article has collated the relevant education policies of Shenzhen Municipality by classifying the category and integrating of government subsidies.Taking F school as an example,the paper studied the current situation and issues relating the three government subsidies.The study started with a questionnaire survey and conducted a three-dimensional investigation of the three allowances in terms of teachers' enthusiasm for teaching,stability of work,degree of improvement in remuneration,satisfaction and overall satisfaction with the three subsidies policy.By analyzing the situations presented by the questionnaires,we interviewed relevant managers and teachers with targeted low score items,tried to find out the issues existing in the implementation status of the three subsidies policy and the answers in them.It was found that lacking policy feedback and evaluation mechanisms,and the quantification of effectiveness and verification,of the government's three subsidy support policies from the survey.Meanwhile,although teachers' overall satisfaction with government subsidy was high,they did not feel anything for some of the benefits.Obviously,some even thought that parts of the contents were not scientific enough and reasonable,and have little humanity.The effectiveness of the government subsidies policy was not maximized,the goal of subsidy support policy was not precise enough and one-sided.The supply of subsidies and teachers' needs are slightly out of the question.In response to these problems,the paper puts forward suggestions on the existing problems which have three perspectives of social cognition,government policies and mechanisms and schools.Through the establishment of feedback mechanisms and evaluation mechanisms,we try to advice an objectively measurement of teacher satisfaction and extensively solicitation of teachers' opinions.It also suggest that the government continue to improve government subsidies support policies,actively promote the establishment of teachers' title assessment mechanism and develop the policy of teachers' retirement treatment,appeal to all sectors of society to correctly view on the development of private education and rationally recognizes the nature and role of government subsidies policy in the process of the development,encourages private schools to enhance service awareness,regulates school established management with the help of the government authorizes,takes a diversified development path,and strives to create a more independent,characteristic international private education.
