Research Of Policy Implementation Of Heyuan's Special Funds For Employment

The Employment Promotion Law of the People's Republic of China stipulates that,in order to promote employment,the people's government at or above the county level shall arrange special funds for employment in the fiscal budget according to the employment status and employment objectives.Since the establishment of the special fund for employment since 2003,the central government subsidy funds have been supplemented by provincial-level employment special funds and local self-financing funds.Guangdong Province has invested more than RMB 16 billion in total,and this fund has played an important role in stabilizing the employment situation and promoting employment.In 2016,Heyuan spent 45.3 million yuan in special funds for employment to support Heyuan's employment difficulties groups,small-sum secured loans,and employment of college graduates.The special fund for employment provides employment fund support to eligible employment groups to a certain extent.However,there are still problems in the implementation of funds,such as less than ideal results and low efficiency.This article uses a combination of literature research,questionnaire surveys,comparative studies,and empirical analysis.From the perspective of policy implementation,this study explores the relationship between Heyuan City's special funds and employment promotion,the role of special funds in promoting employment,and influencing policy implementation.Factors,thus tracing the source,seeking to improve the efficiency of the use of special funds,to provide theoretical support and practical basis for further optimization of Heyuan City to promote employment implementation policy.This paper first introduces the background significance,research status and content,and research ideas of this paper.Second,it introduces the theoretical basis for the definition of related concepts and special funds to promote employment,and then introduces the status quo of implementation of Heyuan City's special fund subsidy policy.The analysis of problems and causes,and then the experience of implementing special fund subsidy policies at home and abroad are used for reference.Finally,countermeasures to optimize the implementation of the subsidy policy for special funds for employment in Heyuan City are proposed.
