The issue of "agriculture,rural areas,and peasants" has always been the top priority of the work of the party and the government,and the key to solving the "three rural issues" is the improvement of the quality of farmers.The 19th National Congress of the Communist Party of China put forward the "Village Revitalization Strategy",and the development of the village is ultimately the sustainable development of people.The revitalization of the countryside requires a group of leaders to become rich.Therefore,developing the cultivation of new professional farmers vigorously is the top priority.Fujian Agriculture and Forestry University is one of the top and key investment universities in Fujian.It is a joint university between the Ministry of Agriculture and Rural Affairs and the Fujian Provincial Government.Therefore,taking Fujian Agriculture and Forestry University as an example,it is of great significance to study the training of new professional farmers in universities under the leadership of the government.Firstly,this paper defines the concept of training for new professional farmers and new professional farmers.then,based on the theory of human capital and public goods,the author conducts an in-depth investigation on the training of new professional farmers in Fujian Agriculture and Forestry University under the leadership of the government,and understands the development of Fujian Agriculture and Forestry University.The status of new professional farmers training,and data collection through questionnaires and interviews.On the basis of this,using the analytic hierarchy process,from the three dimensions of personal factors,training factors and government factors,the evaluation index system of the factors affecting the effectiveness of the training of new professional farmers is constructed.The age,education level,number of training participation,training content and 12 indicators including the degree of consistency of requirements,course content,teaching staff,teaching methods,time schedule,training facilities,supervision and management,capital investment,and student selection are empowered.Through quantitative data,analyzing the effect of training new professional farmers in Fujian Agriculture And Forestry University.According to the evaluation results,the new type of professional farmers training carried out by Fujian Agriculture and Forestry University has achieved certain results,but there are also some problems,such as insufficient student initiative,inadequate government supervision,inflexible training methods,and low added value of training completion certificates.Finally,from the sound training supervision mechanism,strengthen the selection management of trainees,expand the source of training funds,enrich the flexible training methods of training content,strengthen the construction of teaching staff and teaching base,and give the certificate of added value a total of six solutions to propose corresponding solutions and recommendations.
