Many scholars have doubts about the concept of the “Legitimacy” of policy.Usually,they fall into a misconception that the policy which government has promulgated is legal.However,from the concept of “Legitimacy of Educational Policy”,it means the value of educational policy is consistent with social norms,habits,cultural traditions and mainstream ideology,and it is recognized and adhered by the general public.In other words,the legitimacy of educational policy should be in accordance with two conditions,that is,purposive and procedural.For a long time,the legitimacy of educational policy is the basis for any educational policy to be recognized and accepted by the public.It is also a premise for the policy to be implemented smoothly and effective.Nationality preparatory education policy has been implemented for many years in China.Nationality preparatory education,as a special level of nationality higher education for training outstanding minority talents,has achieved certain achievements under the support of the government the party.Nevertheless,the study found that the current policy of nationality preparatory education has many problems.For example,the policy which has promulgated is still at a lower legal level;Some measures is inefficient or ineffective,which affects the effectiveness of policies;And more people have different opinions on the national prep education policy,and they have different opinions.These objective problems have shaken the legitimacy of the national preparatory education policy.Therefore,this paper is committed to studying the legitimacy of national preparatory education policy,exploring the legitimacy crisis and exploring the causes.At last,the author draws conclusions that the legitimacy of the policy can be promoted through some reasonable ways.First of all,through literature research and content analysis,the authorcollates the contents of national preparatory education policy for the last thirty years.At the same time,the author constructs the theoretical basis of the legality of national preparatory education policy through two aspects,they are the source of legitimacy policy and the national preparatory education policy itself.The author points out the two dimensions of the policy: Formal legitimacy and substantive legitimacy.Also,the author studies its legal origin and its legalization process.Secondly,through interviews,the author finds that there are some legitimacy crisis in the national preparatory education policy.They are policy participation crisis,policy effectiveness crisis and policy identification crisis.Then,this study has deeply explored the reasons for the legitimacy of the national prep education policy.Five problems,such as insufficient investment in educational resources,multiple development of social value,imperfect legal system,lack of social awareness and insufficient support of study,mainly affect the legitimacy of national preparatory education policy,resulting in the emergence of crises.Finally,the article puts forward some suggestions to improve the legitimacy of the national preparatory education policy.First,promote the policy participation,includes security policy decision-making body,the main body and the legitimacy of participation;Secondly,we should establish a multi-identity and multi-level admission policy,optimize curriculum policy and adjust teachers policy,so as to ensure the effectiveness of policy.Third,we should strengthen the social identity of the education policy of the national preparatory education,improve the quality policy and enhance the awareness of the society.Fourthly,it is suggested that the legal system of national preparatory education should be established,and theoretical research should be strengthened.
