Research On The Implementation Gap Of Scientific And Technological Innovation Policy In Colleges And Universities

At present,the tide of scientific and technological innovation is rising,and international innovation activities are being carried out worldwide.After the eighteen National People's Congress,our country vigorously promote and encourage the innovation of science and technology,and introduced a series of policies to encourage technological innovation,the implementation of the main include universities,enterprises,government and other organizations.The scientific research in college is the driving force of technological innovation,and universities shoulder the cultivating talents,production of knowledge,the integration of science and technology academic resources,but also play an important role in the transformation of research and technological achievements,which is the main force to promote the development of national science and technology and occupies an irreplaceable position in the national scientific and technological innovation system.Through literature review,this paper finds out that because of the present of University Science and technology innovation policy implementation research text is not enough,the research perspective is relatively limited,and there is no research on the basis of the theory of policy implementation model,so this article analyses of the relevant theoretical framework and reference and puts forward the innovation analysis framework----“process-structure-result”.so this paper intends to use the specific implementation of the policy analysis framework and taking the University as the foothold,the implementation of the University's scientific and technological innovation policy is studied and analyzed.And by analyzing the implementation process of implementation of the policy of Jiangsu and the college named “T”,this paper summarizes the implementation gap in the implementation of scientific and technological innovation policy in Colleges and universities: The understanding deviation of the policy objectives,the suspension of policy objectives,the policy enforcement agencies alone,and the implementation of the symbolic policy.Using the proposed analysis framework,this article analyzes the implementation gap in the implementation of university policies: the policy factors of vague objectives,general classification and unidentified content requirements;The initial conditions of incomplete related supporting systems,lagging behind the concept of target groups and the insufficient environment and resources;The process factors such as incomplete conflict management,unsmooth establishment of trust and imperfect communication mechanism;The organizational relationship and execution structure factors such as organization and governance are obsolete,executive structure is not tight,management mode is rigid;the variety of factors.The constructive suggestions for improving the implementation of the policy of the university are put forward that improve the execution of the policy,create a good environment of university talent resources,with the help of the government's strong support.Only in this way can the implementation of efficient technology innovation policies achieve better results.
