To comply with the world’s diversity,economic globalization,and information globalization global diversification,economic globalization,and information globalization,In September and October 2013,Xi Secretary General visited the four countries of Central Asia and Indonesia respectively,and proposed the initiative of building "Silk Road Economic Belt" and "21st Century Maritime Silk Road "(referred to as "the Belt and Road").After the "One Belt and One Road" strategy was put forward,all sectors of the community responded.The National Development and Reform Commission,the Ministry of Foreign Affairs,and the Ministry of Commerce jointly issued the "Vision and Action for Promoting the Joint Construction of the Silk Road Economic Belt and the 21 st Century Maritime Silk Road"(hereinafter referred to as the"Vision and Action")on March 28,2015.The "Belt and Road" strategy made top-level design and action layout,and proposed "wide-area,multilevel,international,and compound" talent demand,Which puts forward new requirements for personnel training in colleges and universities.As the cradle for cultivating high-quality personnel,colleges and universities should constantly innovate the training mode of talents and improve the quality of personnel training.As the only municipality directly under the Central Government in the western region,Chongqing is in the position of the Y-shapednodes of the "One Belt,One Road" and "Yangtze River Economic Belt." Therefore,it is necessary to take the opportunity to brought by the "Belt and Road" strategy and reorienting the cultivation of talents.This study starts with the survey of Chongqing’s colleges and universities in the context of the "Belt and Road" strategy.It follows the research ideas of theory-practice-theory and adopts the literature,interviews,and content analysis approach to analyze the influence of "Belt and Road" strategy on the talent training mode in Chongqing colleges and universities,through the analysis of the status quo to find the actual problems,and the use of economic game theory to establish the relevant models to analyze the reasons for the existence of the problem and propose reference measures.First of all,the author takes Chongqing A University as a sample and conducts on-site interviews with the academic management staff of A University and relevant academic leaders to collect relevant data,collate and analyze the interview data and other materials.After that,This study analyzes the status quo of the A university talent cultivation model under the strategic background of the "One Belt and One,Road" from five aspects :the concept of talent training in colleges and universities,professional setting mode,curriculum setting mode,teaching organization form,education evaluation method.Secondly,discussing the "One Belt,One Road" strategy,the A-university talent training model has the following four problems: First,the engineering advantage is outstanding,and the humanities and social sciences are neglected;Second,the professional setting is narrow and the number is high;Third,the lack of attention to the "Belt and Road" strategic background.Fourth,the "Belt and Road" related to the lack of language courses,history and culture courses.Through using the economic modeling method to analyze the reasons for these problems are:Multiple dynamic Game between School and Government(Education sector);the governments,schools,and enterprises have a certain degree of game;college-level path dependence and other reasons.Finally,from the school level,the Academic Affairs Office level,and the college level,they respectively put emphasis on strengthening the"One Belt and One Road" strategy;continue to give play to the engineering advantages,upgrade the humanities and social sciences status,optimize the professional structure,and broaden the professional caliber;increase the "One Belt and One Road" initiative National language courses and other suggestions.Through the above combing,we draw the conclusion of this study: The "One Belt,One Road" strategy has an impact on Chongqing’s colleges and universities personnel training model,it is mainly embodied in the personnel training concepts,professional setting modes,and curriculum setting methods,At the same time,there are some problems such as narrow professional qualifications.The research found that the reasons for these problems are the results of the interaction among the participants in Chongqing’s colleges and universities.In view of this,Colleges and universities put forward a win-win talent training model for the participants,in order to better cultivate the talents needed for the "One Belt and One Road" strategy.
