Nowadays,creating a learning society has been included in national strategy,and the concept of lifelong education is acknowledged by the whole society.The "National Medium and Long-term Talents Development Plan" proposes to accelerate the development of continuing education and update the concept of continuing education.This shows that the main part of continuing education in the future is non-degree education.In the process of the management of continuing education and training project,attention must be paid to the particularity of knowledge training for the technical talents,because it is different from the traditional management method of project for enterprises.As universities and social training agencies concern more about innovation of training,senior management personnel is the most important part of management and development of training project.Therefore,how to introduce and make good use of these precious resources will determine the result of the reform of continuing education.The paper take the university H as the object of the case study,in combination of theoretical knowledge and practice,to put forward the corresponding management strategies and measures,which is meaningful in the development of the school.The paper analyzes the characteristics of training project and human resources status of the school of continuing education of university H,so as to summarize the existing problems.According to the problems the author designs the questionnaire and makes a scientific analysis of the resul ts of the questionnaires.The paper proposes an incentive mechanism for the school of continuing education of university H.It introduces the necessity and principle of the incentive mechanism;and then illustrates the incentive mechanism from four aspects: the compensation incentive,the performance appraisal,the individual development and the cultural construction.Then,measures are formulated to guarantee the implementation of incentive mechanism,for instance,to strengthen the pre-implementation publicity,process management and assessment,equity,institutional guarantee,cultural development and improving the environment.In this paper,Documentary Analysis is taken as the main method to classify the domestic and foreign literatures,research relate d theories and concepts of incentive mechanism for continuing education and training project team,in order to lay a solid theoretical foundation for the later research.By the survey about the satisfaction with the existing incentive mechanism of the facu lty of the school of continuing education of university H,the paper conducts a statistical analysis to identify problems,in order to set an appropriate incentive mechanism,to enhance the performance and ensure the successful transformation of continuing education of the school,providing reference for other colleges and universities.
