There are great disadvantages in traditional wage system for teachers . First, generally the level of teachers'salaries is low, which is far away from the fact that the "Teacher Law" stipulates that the local teacher's salary is no less than the civil servant's wage. It has greatly dampened the enthusiasm of teachers, so teachers are not conducive to the stability and construction. Second, the average tendency of the wage distribution of teachers is serious , and it causes the partial teachers to have more hands than needed, and not to work with all their hearts. In Order to regulate the distribution, rationalize the distribution relationship, revitalize employment mechanism and stimulate the enthusiasm of teachers, the State Council decided in late 2008 that the compulsory education school is first to implement pay for performance starting in 2009. The fact that the performance related pay system will be implemented among compulsory education school teachers has caused widespread concern in society and discussions. The implementation of performance related pay system in compulsory education schools is implementing the "Compulsory Education Law," and it is also an important measure to improve the status of teachers . It is effective to achieve balanced development of compulsory education, and an important means to motivate teachers, but the performance related pay is not necessarily able to effectively motivate teachers.The implementation of performance related pay system in compulsory education schools can actually invigorate the employment mechanism, stimulate enthusiasm for the work of teachers, and improve teacher performance? Studying on the issue will play a guiding role in compulsory education schools continuing to implement pay for performance. It also has certain reference value for the performance of national wage policy formulation, and the theory of incentives for teachers.This paper analyzes the background of the implementation of performance related pay system for teachers in compulsory education schools and the policy of the implementation ; summarizes the implementation status of the teacher performance related pay at home and abroad and the status of the study . With Maslow's hierarchy of needs theory, Alderfer's ERG theory, Herzberg's two-factor theory, Adams's equity theory, Vroom's expectancy theory and other incentive theories, it theoretically analyses the effects of the incentive pay for teachers. And through the investigation and analysis of the status of the implementation of the pay for performance in compulsory education schools of some county in northern Jiangsu Province , it discusses the advantages and disadvantages of the implementation of the compulsory education school teachers incentive pay for performance from both theoretical and practical aspects. To the existing problems and shortcomings, it proposes improved strategies and methods for the higher authorities and compulsory education schools continuing to implement performance related pay to follow.
