Practical Analysis And Dilemma Research Of Social Work Agencies Undertaking Government Procurement Of Services

The report of the 18th National Congress of the Communist Partyof China pointed out that we should improve the mode of public service supply and innovate the way the government purchases public services.Government purchase of public services is mainly reflected in the use of social forces in the field of public services.As a social force providing professional services to the society,social work can provide professional and scientific assistance in the government's purchase of public services from the society and in promoting the transformation of government functions.The social work organization is the carrier that provides social service,in the service process,connects the government department with the service object.In this context,social work organizations participate in the management of social public affairs by undertaking service projects purchased by thegovernment.Although the existing government purchase services have achieved some results in participating in the management of public affairs,the service level is not high due to the rapid development of the society,the diversity of the needs of service objects,the retention of the past characteristics of the transfer of government functions,and the insufficient capacity building of the institutions themselves.Therefore,it is of great significance and profound influence to study social work organizations which provide social services as the main body.To Y social work service center to undertake this study of govern-ment purchase services as the research object,through the observation and literature research,field method study of Y institutions to undertake projects,rationality in theory,the theory of complementary relationship between government and social organization,the social quality theory as the theoretical basis,through participation in social work institutions in the service delivery from intervention to process.Through the study,it is found that the reasons for the low service quality of Y social work agency can be divided into three stages,namely,the pre-preparation,the service content,and the supervision and evaluation,from the perspective of the service process.The dilemma comes from the process,and the promotion idea also comes from the process.In the end,the study proposes a path of improve-ment from two aspects of relevant subjects and service content,which provides a path for social work organizations to undertake government-purchased projects.The innovation of this study lies in that the promotion path is closely linked to the service links provided by social work organizations.From the perspective of relevant subjects and service contents,the path to improve the service level and quality is proposed.The promotion path with process as the entry point has guiding significance for the operation of social work practice.Improving the level of welfare for the recipients of services;For social work organizations,to enhance their own capacity building;For the related subjects involved,the relationship should be straightened out and the rights an responsibilities should be clear.Quality put forward not only in theory of the path of rationality theory in the field of nonprofit organizations to deepen understanding,perfect the theoretical system of government purchase services,but also helps to promote perfecting social work practice on the practice,enhance the level of social work service and promote the professional development in the direction of the scientific,professional social work,We will promote the efficient development of social work involving government procurement of services.
