The Cooperative Strategy Research Of The Relationship Between Grass-roots Government And Family Integrated Service Centre Which Based On The Perspective Of Resource Interdependence Theory

Based on the hypothesis of resource interdependence theory,this paper adopts the case study method in qualitative research,and through purposeful sampling,The interaction and cooperative relationship between 11 family integrated service centers and grass-roots governments in 9 districts of Guangzhou were investigated and studied.The results show that,under the policy environment of government purchasing services,The evolution process of the political and social relations between the street(town)government and the family members is from the beginning of the unrelated relationship,the weak dependency relationship,to the initial cooperative relationship without the contract form,to the present one in the form of a contract.The process of forming the relationship follows a path from "passive embedding" to "active integration",and then to "cooperation and win-win".The Family Integrated Service Center interacts and communicates with the street(town)government through a series of strategies and methods,such as establishing a formal information communication mechanism with the street(town)government,from passive replacement to active cooperation.The strategy of building project service brand is to seek the survival and development space of the family integrated service center under the local political,economic and cultural ecological environment.Through case study,we found that the results of political and social cooperation relationship and the choice of the path of the two sides improved the autonomy of professional services,the awareness of the family comprehensive service and the independent help rate of service objects,and promoted the change of attitude and consciousness of the staff at all levels of government;At the same time,increasing the number of people in the family and expanding the number of people,promoting the project services to further refine,specialization and process,more valuable is the awakening of community residents to participate in community affairs,participate in community issues and promote community development consciousness,autonomy,self-government.However,in the course of constructing the political and social relations,the two sides still face the conflict of cooperation idea,the uncertainty in cooperation,the plight of social workers.The undefined orientation of social organizations leads to the unfavorable factors of stable and sustainable development of the cooperative relationship between government and society.Therefore,this paper puts forward some suggestions for improvement from the two levels of government and social organization.At the same time,it is necessary to construct a mechanism of balancing interests and coordinate the relations between the parties.At the level of social organization,we should promote the transformation of government functions through cooperation with the government and complementary resources.At the same time,It is an active bridge between the government and residents and a buffer of contradictions,and it also promotes the participation of community residents in community governance,thus promoting the healthy development of political and social relations.
