With the proposal of popularizing high school for fifth Plenary Session of the 18 th Central Committee,high school education gross enrollment rate increased by 3.5% to reach the goal of 90%,so thedevelopment of general high school will require adequate financing.For a long time,most of the government focus financial funds on compulsory education and higher education,however,general secondary education is in a "non key" position,and lacking offinancial support.Guizhou provincial government said in 2015 calls for popularizing fifteen years of education,and strive to make the gross enrollment rate reached to 85%.Since Guizhou is a underdeveloped areas of economy,the financial ability is a restriction to the improvement of education quality.According to the investigation results,general high school has undertaken a large number of hidden costs and many students dropout of school.Nowadays,along with the policy of free secondary vocational education put forward by government,however,the general high school still lack sufficient financial resources.Therefore,sharing the cost of high school education has become an urgent problem.If we can not solve the fund issue properly will result in education fairness for the poor areas.This paper determine the research ideas through referring to literature.First,to determine four subjects: government,family,society,schools.Then,according to the field investigation in poor areas of Guizhou Province,including the headmaster,teachers,parents and students,through questionnaires,interviews and field observations,on the basis of public goods theory,cost sharing theory and the third sector theory,There are many problems in Guizhou general high schools,such as: the smaller proportion of government,heavier burden on the family,minor part of social investment and heavier burden on school,and then analyze the causes of the unreasonable cost share status.Finally,on the basis of the present problems of cost sharing,putting forward suggestion from the four aspects,such as perfectingfunding system,improving supervision system and achieving all-rounddevelopment.Infact,the steady development of the general high school education in poor areas will affect the realization of popularizing senior secondary education,so it is of great significance to explore a reasonable cost sharing model.
