In 1965 s,International Adult Education Conference of UNESCO firstly proposed the concept of lifelong education.Then all kinds of theories and practices of lifelong learning widely developed,which has an profound effect on world education.Europe is the birthplace of the idea of lifelong learning.Especially England,it early developed the policy of lifelong learning to enhance national strength.Lifelong learning policy is a kind of macro policy,which needs detailed policy strategies to ensure implementation and needs multiple policies to solve problems,just like as the British lifelong learning policy implementation.Education policy is basis of policy implementation,but policy implementation strategy is the key procedure and method of achieving goals and solving problems.Therefore,this paper tries to study the British lifelong learning policy implementation and evaluate it,in order to analyze its influencing factors in the light of Smith's Policy implementation process model.This paper has three parts,preface,body and conclusion.The preface is about background and meaning of the British lifelong learning policy implementation measure,research questions and objective,literature review,research design,including research methods and theories,key definitions.The main body of this paper has four chapters.Chapter 1 introduces the background and history of the British lifelong learning policy,the problems of England,and has a summary about the British lifelong learning policy.Chapter 2 is the analysis of the British lifelong learning policy implementation measures,based on lifelong learning practice strategies: law,organization,certification,finance,time and public opinion and Smith's Policy implementation process model.There are four parts in this chapter,establishing policy implementation department,providing finance,opening learning institutions and doing certification.Chapter 3 assesses the British lifelong learning policy implementation strategy of from four aspects of the executive department,funding support,learning institutions,qualification certification.Chapter 4 studies main factors of influencing the British lifelong learning policy implementation strategy from the policy itself,policy implementation institution,policy object and policy implementation environment,according to Smith's Policy implementation process model,namely the ideal policy,policy implementation institution,policy objects and policy implementation environment..Smith thinks that these four factors are main aspects of influencing policy implementation.The conclusion of this paper summarizes and estimates the British lifelong learning policy implementation from history,strategy,and influencing factor.And it also analyses shortcomings of the British lifelong learning policy from the policy itself,policy implementation institution,policy object and policy implementation environment.
