Lifelong learning is the concept of survival of the in 21st century. Under the influence of the international trend, China has also proposed the objectives that we will build the learning society and life-long learning system. Vocational education is an important part in the lifelong learning system. Vocational education policy plays a significant role in the realization of lifelong learning. Therefore, to promote this strategy, the development and implementation of the vocational education policy have a direct impact on building life-long learning system. While under the guidance of the lifelong learning , vocational education policy should be adjusted accordingly.Through the use of literature, comparative law, case analysis and other method,the national vocational education policy analysis and comparative analysis of relevant policies, as well as the value analysis and the fifth discipline system ,the article provide policy recommendations for the building of the system of lifelong learning. In the context of lifelong learning, vocational education has some new features: vocational education for all , content integrity and effective function; vocational education policy should think about three pairs of areas: the separation and Coincidence of education and training, the balance of efficiency and social equity, the balance of human's development and labor market demand.Through the comparative analysis between foreign vocational education policy including Sweden and relevant international organizations and vocational education policy of China, we can have many development experiences.In the perspective of lifelong learning, policy analysis has two directions:value analysis and the fifth discipline analysis. There are three perspectives of the value analysis: the value of options, the effectiveness and legitimacy. In the context of lifelong learning, vocational education policy should focus on the equity of education, diversity and choice. Through the case study about the school-enterprise cooperation, to solve the problem, the key issue is to find the fundamental solution.
