With the changes of society, the development of economic, the update of knowledge and the improvement of humen resourses, personal development is faced with more severe challenges and impact. Therefore, some epoch-making concepts of "lifelong education","lifelong learning" and "learning society"came into being. These concepts lead to a wave of lifelong learning. All countries are publishing policies which appropriate to national lifelong learning in the continuous exploration process, and carry on practices of lifelong learning actively basing on these polices.Taiwan is affected by this ideological trend, too. In the development of lifelong learning in the past thirty years, the evolution of lifelong learning policies of Taiwan experienced the gestation period, the development period and the legal period. The important point of this research is the development period and the legal period, which were started by "the White Paper towards the Learning Society" enacted in1998. During this time, the most outstanding achievement of Taiwan was "the Law of Lifelong Learing"enacted in2002. Then Taiwan issued a series of continuous policies basing the law, and made the development of lifelong learning into a healthy and sustainable path.The development of lifelong learning in Chinese Mainland was delayed for a period of time comparing to other countries and regions, because of "Cultural Revolution". In the mid-1980s, the lifelong learning of Chinese Mainland began to develop, and appeared in some important national education policies. However, Chinese Mainland still has not promulgated lifelong learning policies and regulations at national level, except "the Lifelong Education Promotion Regulation of Fujian Province" enacted in2005and "the Lifelong Education Promotion Regulation of Shanghai". Therefore, Taiwan has been further than Chinese Mainland in the legalization of lifelong learning policies. There have been lots of policies and experience worthing learning.The research mainly uses literature research, comparative research and policy analysis. Sorting and analyzing the evolution, the development, the characteristics and effectiveness of lifelong learning policies of Taiwan. Promoting the development of the lifelong learning of Chinese Mainland by learning from Taiwan’s experience and practices.This paper is made up of five major parts:The first part is to analyze the background of lifelong learning policies of Taiwan from the two environmental factors of international globalization and localization.The second part is to sort out the nearly thirty years of the development process of lifelong learning policies of Taiwan and interpret the content of the main text.The third part is to summarise and comment the characteristics of lifelong learning policies of Taiwan.The fourth part is to comment the implementation effect and the defects of the major lifelong learning policies of Taiwan.The fifth part is to come up with the enlightenment through a comprehensive analysis of lifelong learning policies of Chinese Mainland.
