Globalization and the advent of knowledge-based economy society, makelifelong learning become incomparably important. The formulation of lifelonglearning policy is safeguard to promote lifelong learning. In order to meet thechallenges, the countries all over the world have issued publications since the 1990sone after another, they propose their thinking and plan of lifelong learning strategyand policy. The new government of Labour Party of Britain that came on the stage in1997 had great enthusiasm to the lifelong learning, promulgated a series of lifelonglearning laws and regulations. All demonstrated the British government to developlifelong learning policy for the tremendous importance. One characteristics of Britishlifelong learning policy is to enhance the skills of workers, solve the nationalworkforce's skills shortage problem fundamentally, thus get rid of national econmicdownturn, improve economic competitiveness, promote social justice. British lifelonglearning policy have been in the forefront of the world in theory and in practice.Studying the British lifelong learning policy's background factors, text content and itsfunction in dealing with the British skills shortage problem has extremely importanttheoretical and practical significance to the enrichment of lifelong learning theory andfurther promotion of lifelong learning policy.The objective of the paper is the British lifelong learning policy. The paperadopts literature research and the author collects numerous relevant materials fromInternet and library to ensure the paper's objective and science. At the same time, thefactor analytic method, comparative method and policy analytic method are used inthe paper to analyze the background, text, and other relevant contents deeply.This paper is made up of five major parts. First is the introduction part, this partelaborates the background and the significance, domestic and foreign researchcondition, concept, research methods of the selected title. Next the paper introducesand analyzes the background of British lifelong learning policy from the historicaltradition, the international situation, the theoretical basis, the social reasons and the political philosophy view. Third the paper introduces the main contents of Britishlifelong learning policy, mainly elaborated from three aspects: the relevant documentsand regulations that the British government issued, the main contents of Britishlifelong learning policy, the characteristics of British lifelong learning policy. Thenthe paper describes the function of British lifelong learning policy in dealing with theBritish skills shortage from the perspective of policy practice. Finally, the paper is thereference and enlightenment. First it introduces lifelong learning policy's presentsituation and skills shortage problems faced at present of our country. Then itidentifies British lifelong learning policy to our country's lessons and enlightenmentby making a comparison between the two countries.
