Cultivation of innovative talents is a hot topic in China. This paper focuseson the study of policy analysis on innovative talents cultivating of universities.By analyzing the theory and concept of innovative talents cultivating ofuniversities and educational policy, this paper deeply studies policy process ofinnovative talents cultivating. And we have a systematic and comprehensivestudy on policy background, characteristics of each policy period, policies oftoday, and analysis of a case of Shanghai Jiaotong University. This paper revealsthere are some features of policy, such as incrementalism and top-to down. Atthe same time, we discuss the achievements and shortcomings of policy reform.And on this basis of analysis of policy reform of innovative talents cultivating inAmerica, England and Japan, this paper proposes policy recommendations. Thispaper has six parts.The first part introduces the research background, research status, researchcontent, and research methods. The second part is focused on the theoretical explanation, expounding thetheory and related concepts, including educational policy theory, innovativetalents, comprehensive human development theory and the theory of nationalinnovation system.The third part focuses on the policy reform of innovative talents cultivating,including policy background, policy characteristics and policy evaluation.The fourth part is about experience abroad. It analyzes the development ofpolicy of innovative talents cultivating in America, England and Japan and thereference to China.The fifth part is about recommendations. It proposes policyrecommendations, including rationality of policy, policy meeting the need fornational strategies, the breakthrough of combination of production, studying andresearching, and speeding up the process of internationalization of highereducation.The sixth part is the conclusion.
