Research On Evolution And Practical Consideration Of Chinese College Physical Education Policy (1949-2016)

As an important part of curriculum resources,college physical education undertakes an important business on students' mental health.Recently,with the development of colleges and Chinese sport enterprise,college physical education gets rapid development.However,the problems are also emerging.Physiques of college students continue to decline is particularly outstanding.Although the government establishes some related regulations,the difficult situations of college physical education work still can not be kept within limits fundamentally.Therefore,this research takes college physical education policy as the object,collects and roundly unscrambles primary sources of the policy to try to find the evolution process of it since the founding of New China.This thesis concludes the policy's periodic and integral features that during different periods,deeply analyzes the important factors which influence the policy evolution,and prompts reflections on its weakness,to put up with some rationalize suggestions for policy's formulation and implementation for the future and to promote scientific,programming,institutionalized process of college physical education policy system.This thesis adopts historical approach,literature method,expert interview and logical analysis to grasp and analyze the development the policy since the founding of New China,and here are the following conclusions:First,according the analysis and summary of college physical education policy since New China was founded,on the basis of the important period in the development of China's history and the important year of college physical education policy development.This paper uses divides the evolution since the founding of New China into 5 periods in chronological order,incubation and production(1949-1955),zigzag development(1956-1965),serious destruction(1966-1976),recovery and adjustment(1977-1992),rapid development and prosperity and stability(1993-2016).Second,periodic features of our college physical education policy evolution process shows that incubation and production period shows military,construction,reference;zigzag development shows tortuousness,front,instability;serious destruction shows destructiveness and polity;recovery and adjustment shows adjustability,comprehensiveness and normalization;rapid development and prosperity and stability shows regulatory,legislation,democratization and systematization.Third,the integration of the policy evolution shows that policy follows the times,political function from strong to weak;political ecology on continuous improvement,policy text remains stable and may rise slightly in the future;policy theme in multiple-development,physique and health outstanding;more democratization and scientific policy;improve system and adjust.Fourth,political,economic educational factors,policy supply and demand contradiction work together to influence our policy evolution.Fifth,the main problems of our college physical education policy are,policy lacks of foreground,has low democratization in policy formulation,ineffective execution,imperfect evaluation system and supervision,lacks of theoretical research and policy identification.Sixth,according to those problems,this papers introduces some measures to optimize policy development,such as raising the predictability of policy,setting up good policy expression system,establishing planning coordinated with communication execute system,building specialized college physical education policy evaluation system and multiple-aspect independent policy supervision system,constructing synthesize official,semi-official,folk research system,improving policy social,culture and mental recognition...
