The main purpose of this research is to explore the evolution of preschool art education policies of China, to re-examine the history of preschool art education in our country. The research is helpful for improving preschool art education policies for further in China, and providing guidance for implementing policies better.This research selects five representative preschool education policy documents promulgated by governments or other relevant departments in different historical periods of China,adopts literature research, comparative analysis and historical analysis to analyze the regulations of art education in these documents. On the basis of analyzing, the author thinks that preschool art education policy is in the embryonic stage in the preschool education policy of 1904. Preschool art education policy is established in the preschool education policy of 1932. In 1952, preschool art education policy was in a development stage. After "the Cultural Revolution",preschool art education policy recovered in the preschool education policy of 1981.The art education policy in the preschool education policy of 2001 is the achievement of fully explore of preschool art education in the two decades since 1987.On the basis of analyzing the history of art education policy, the author found that under the influence of polity, economy, culture and other factors, the evolution of preschool art education policies in China presents the following characteristics: (1)The formation of preschool art education policies of our country has been changed from copying foreign policies to combine the learn and study. (2) The starting point of preschool art education policies has been changed from social values to personal values. (3) The aesthetic value of art education has been continuously featured. (4)The emphasis of preschool art education has been changed from the knowledge and skill to the emotion of children. Take history as a mirror and look forward into the future, this study argues that preschool art education of our country should always follow the "people-oriented" concept, adhere to children as the center, and give full play to the art education of building a solid foundation for children. Strengthen the localization research on the basis of learning the world's advanced theories of preschool art education. What's more, further perfection of preschool policies is important for the better implementation of preschool art education policies.
