Education is facing a new era of transformation,new opportunities,and new challenges.The principals,as school educators,leaders,and administrators,need to constantly improve their professional capabilities to meet the requirements of the new era of development.In recent years,the education administrative department of our country has attached great importance to the professional development of the principal and issued relevant policies to strengthen the management of the principal.As an important part of the evaluation,the principal's evaluation has a guiding and facilitating role for the principal's professional development.This study aims at the professional development of the principals in the compulsory education stage,adopts a variety of research methods,and constructs a set of scientific and effective performance evaluation indicators for principals.This study is based on the relevant policy of the principal of the compulsory education stage as the evaluation basis,based on the theory of evaluation and indicator design,and through the comparative analysis of the indicator systems evaluated by the principals at home and abroad,combined with the practice survey of a district in Tianjin,to initially construct Tianjin Performance Evaluation Index System of Principals of Compulsory Education Schools.The Delphi method is used to improve the indicator system and determine the index weights and evaluation criteria.Then use the practice of the two principals as an example to apply and present the implementation of this indicator system,and obtain relevant data for analysis and feedback.Through the research and practice of index system establishment,improvement and implementation,this study believes that the design study of the principal performance evaluation indicator system has the following requirements:the elasticity of the indicator system design;the operability of the implementation process;emphasis on analysis and feedback of the evaluation results.
