Performance evaluation of compulsory education is a focus of problem that scholars and governments are caring about at present. To evaluate the performance of compulsory education, we not only need to evaluate the fiscal performance, but also need to consider about education service. What’s more, we should put schools as the basic units of the research.When most scholars design the indicator systems, they would use3E principle. Some scholars also design an indicator system that regards the input to output of education as a whole process. We combine both systems together and reorganize them, and design an indicator system including fiscal expenditure, fund allocation and education service.To testify our design, we investigated14middle schools and16primary schools, and end up getting data from9middle schools and9primary schools. What’s more, we evaluate the performance of them by AHP/DEA method.The result shows that the structure of the system we design is clear and can tell well between fiscal performance and education performance. Furthermore, as for the too long time working on the AHP/DEA method, we suggest that we can reduce the work by using computer program, or we can also make progress for the scoring system that has been used in governments by improving its weighting method.In addition, be sure about the responsibility subject, such as fiscal performance auditing, education service evaluation and schools’ self-supervision, are the guarantee of the effective running of a good indicator system. |
