A Study On The Government's Countermeasures To Support The Development Of Private Kindergartens Under The Background Of Classified Management

In November 2016,China's newly revised "National People's Republic of China Education Promotion Act" put forward classified management of private education,and asked all local governments to formulate corresponding supporting measures according to the different nature of profitability and non-profit of private schools.While private preschool education is a part of private education,local governments will adjust the development ideas of private preschool education under this policy background,implement classified management policies,and actively explore supporting measures for private kindergartens.However,China has a vast territory,and the development of various regions is different.It is unrealistic and ineffective to let the state formulate a unified support method and measure for the private Under the guidance of the national classification management policy,how to support the private kindergarten,how to support the local governments,what are the specific supporting measures and so on,are all worth discussing.In order to explore the Countermeasures of local government management under the background of support of private gardens,the paper firstly reviews the related research of domestic and foreign government support of private gardens.The study appeared in the "classification management","government support" and other terms are defined,and select the "public goods theory","market failure theory " and " cost sharing theory " as the theoretical basis.Secondly,using the method of empirical investigation,taking Lvliang as an example,we choose private garden leaders and teachers as the research objects,and do some research on the status quo of government supporting private kindergartens by questionnaires and interviews.Through investigation,we found that Lvliang has supported some kindergartens,such as subsidized rural children in private kindergartens,and sent public teachers to non-profit private kindergartens.But there are still some problems: such as insufficient support for private kindergarten;a single support way and indistinct distinctions between supported.Third,this paper also analyzes the causes of these problems: the quality evaluation system of private kindergarten is not perfect;the police of national classified management is difficult to implement;the specific classification support measures have not yet been formulated.Finally,combined with the experience of foreign and domestic developed provinces,and the problems and causes of Lvliang's private kindergartens,Lvliang's strategies to better support private gardens under the background of classified management are put forward.Among them,strategy formulation follows the general idea of "standardizing management support objects-making support policies-specific support measures".The specific plan is as follows: first,improve the quality evaluation system of private gardens,and effectively manage it;two,according to the national classification management policy,formulate local supporting private park policies;three,introduce specific ways to classify and support private kindergartens,and distinguish it.
