| The Private Education Promotion Law of the People’s Republic of China,revised in2016,stipulates that organizers of private education can set up non-profit and for-profit private schools,thus,private education has officially entered the era of classified management.In the face of the new situation and new starting point,the government’s implementation of differentiated financial assistance to private higher education has become the focus of public concern.It is important to study the differentiated financial funding model and intensity to solve the shortage of funds for the development of private universities and straighten out the management mechanism of private universities.This paper studies the classified management of private universities in Henan Province,which is crucial to promote the healthy and sustainable development of private universities in Henan Province.Firstly,through literature reading and policy text analysis,the process of financial aid policy for private universities and the characteristics of financial aid for private colleges are sorted out,the historical logic of the development of financial aid policies for private universities is clarified from the macro level,and the content and characteristics of current financial aid for private universities is clarified.In addition,through data collection and collation,the overall education funding income of China’s private universities is investigated,and the sources and proportions of private universities are clarified.Secondly,the development status of private universities in Henan Province is investigated from the aspects of scale,school running conditions,and funding income of private universities in Henan Province;On this basis,combined with the main model of financial support for private universities summarized in the financial funding policy of private universities under the academic circles and classified management,the financial funding of private universities in Henan Province is viewed from multiple angles such as special funds,scientific research funds,construction land support,tax incentives,the introduction of teacher talents and the funding of poor students,and the financial support of private universities in Henan Province is analyzed in depth in combination with specific cases.Thirdly,in-depth analysis of the problems existing in the financial aid of private universities in Henan Province: the financial support policy system is incomplete and lacks guidance;the amount of financial aid is small and lacks pertinence;the same preferential policies are difficult to implement,and there is a lag;The power is not balanced and there are differences.To analyze these problems,based on the quasipublic goods theory and the division theory of educational cost,the reasons for the problem are analyzed: the process of classified management is slow;the status of private universities is low,and the awareness of cost sharing is weak;the supervision and management system of financial assistance is imperfect;The local government’s financial support for innovation and reform is insufficient.Finally,by using comparative research methods and drawing on the beneficial inspiration of financial aid from developed countries and other regions in China,it proposes optimization suggestions for specific problems and reasons: promote classified registration and establish supporting policies;clarify the direction of funding and increase financial input;deepen cost awareness,implement differential funding;improve the supervision and safeguard mechanism,and improve policy execution.Based on the above research,it makes a summary,in the meantime concludes the shortcomings and gives an outlook for further research prospects. |
