Research On The Support And Supervision Mechanism Of Shanghai Municipal Government To Non-profit Private Schools

Non-governmental education is an important component of the whole national education system.It can provide diversified educational products,meet the needs of the people’s diversified education,and help to strengthen the vitality of educational reform.The "national long-term education reform and development plan(2010-2020)" clearly put forward that "Non-governmental education is an important growth point in the development of education and an important force to promote education reform,and stressed that all levels of government to the development of private education as an important job responsibilities,actively encourage and support the development of private education,determine the pilot task of classification management of for-profit and non-profit private schools."Profit private education design reasonable and non-profit system is related to the development of private education to promote and optimize the government management mechanism is an important part of the development of private education to solve the "bottleneck" has important significance.Shanghai,as a pilot undertaking,is actively exploring the classified management of for-profit and non-profit private schools.Shanghai city in the "long term education reform and development plan(2010-2020)"explicitly proposed to explore the establishment of for-profit and non-profit private educational institutions classification system,formulate corresponding management measures and policies,and asked to increase the non-profit private educational institutions reward subsidies.This paper makes use of public management in the administrative supervision theory,the new public service theory,and carry out research methods through the comparison research method,survey method,literature research method,case analysis,the existing problems and analyzes the reasons,and puts forward the corresponding countermeasures.How to effectively support the non-profit private education so as to promote its healthy development and running process of non-profit private education is to promote the implementation of effective supervision,one of the core problems encountered during the process of classification management in private education.This paper is based on the county government and education bureau level,support and supervision mode focusing on the core problem of non-profit private education,research methods of non profit private education foreign comparative research and action research,the aim of the study is to explore and refine the county level effective support and supervision of non-profit private education mode(including the concept of and the mechanism,etc.),to promote the county non-profit private education sustainable development and accumulated experience for the Shanghai County Private Education Classification Management pilot.
