Standardize The Management Of Private Colleges And Universities Government Of Qingdao City And Its Countermeasures

Private higher education , which is now playing the role of promoting the quality of the whole nation and adding the amount of human resources, is an important ingredient of the higher education. Meanwhile this is the successful experience of all the developed countries. In China, with the establishment of the socialist market-oriented economy system, the adjustment of industrial structure and the fast development of high-tech give a rise to the emerging of the new technology industries and the eliminating of backward industries. In the meantime, the employers related are also asked to possess new and higher quality of personnel. The new changing also arises new demand for private higher education , and affects greatly the traditional schooling pattern of private higher education. As part of higher education, the private higher education assembles the traditional higher educational pattern. Therefore, it would be of great importance to develop greatly private higher education and establish the new private higher education pattern, corresponding to the development of society and economy. It has a very flexible schooling system, which is also full of energy and dynamism. However, due to the policy guidance and schooling mechanism the present schooling pattern of private higher education in China has the characteristics of backwardness and rigid, which could not adapt to the development of society and economy. The reforming of private higher education must be strengthened to consistently establish and improve the schooling system of private higher education.As an economic developed city in costal area, Qingdao's higher education has rapidly developed recently. However, it's also encountered a lot of problems. Among those, the main obstacle to the development of private higher education is governmental management system. How to find a good countermeasure which adjusts to Qingdao's region economy development at the time background of the popularity of senior education is the key point that we are to solve in this research.Firstly, the author makes some theoretical analysis of private higher education. The analysis unifies the present situation of private higher education in Qingdao, based on the analysis of issues existed in present private higher education management system. It emphasize the systematical analysis and evaluation of the governmental management in Qingdao. The analysis also puts forward how to further standardize the governmental management in private higher education, and gives some advisable suggestion and measures to effectively promote the evelopment of private higher education. It assures the popularity of Qingdao's higher education can be promoted continually and healthily in order to meet the need of advanced application talents resulted from industrial structure adjustment and the promotion of technical structure as well as the increase of technology-intensive enterprise.In view of so many issues existed in present private higher education management system, in this article it is thought standardizing the governmental management in private higher education will promote the development of private higher education. It will be a part of governmental managemental reformation at the transition period in our country. It is an improvement process in which management can be both looses and strengthen. It will be a long-term process that all kinds of private higher education standardizing governmental management all over the country, and Qingdao is no exception. We can get it done in one action changing the governmental function, perfecting the managing regulation and establishing the management structure. During the process in the transformation of governmental function, the conflicts of interest may make the process more tortuous. But we firmly believe that it would be an inevitable tendency to legalize and standardize private higher education governmental management.
