| Private kindergarten is an indispensable part of pre-school education and currently occupies the largest proportion of all the private schools.According to the Statistical Bulletin of Shijiazhuang on 2019 National Economic and Social Development,as of December 2019,there are totally 1,744 kindergartens in Shijiazhuang of Hebei Province,in which 968 are private,accounting for 56%,namely,more than half.Because of the reform on the supply side of educational resources,of all the private kindergartens,the superior ones survive and develop while the inferior ones are eliminated.The survival and development are inseparable from policy guarantees and government supervision.By means of literature research,questionnaire survey and interview,this paper investigates the government supervision of private kindergartens of Shijiazhuang,on the basis of the “Public Products” Theory and the Tricellular Theory.The investigation finds the following problems in the government supervision of private kindergartens of Shijiazhuang: antiquated regulatory regime,incomplete process of supervision;excessive supervision;unclear division of responsibilities;lack of systematic mechanism and long-term planning,etc.There are several reasons for these problems,such as the legislative process is out of step with industry development;organizational structure and terms of reference are not updated in a timely manner;there is no overall plan,the financial support is inadequate and lagging,etc.Accordingly,the following suggestions are put forward for improvement.Firstly,it is of great necessity to formulate more local laws and regulations,and set up an integrated independent supervision-and-service department;secondly,it is suggested to give full play to the mobilizing and supervising roles of the industry associations;thirdly,it will be helpful to develop a big data system of supervision,for information collection widely for governments’ reference in supervision. |
