Study On Deepening The Reform Of Agricultural Administrative Comprehensive Law Enforcement

“Food the first necessity of man”.Agriculture is the foundation of a country's development,The problem of agriculture is beneficial to the people's livelihood.Since the founding of new China,especially since the reform and opening up,the speed of agricultural development in China has been a rapid development.After the millennium,the annual document of the Central Committee was more direct to agricultural development,showing the state's determination for the construction of agricultural modernization.The effective development of agricultural administrative law enforcement is directly related to the stability of the rural areas and the healthy development of the agricultural economy.Since 2008,the state related documents require the agricultural administrative law enforcement departments to actively follow up the pace of agricultural development and fully implement the comprehensive agricultural law enforcement.How to speed up the establishment of an agricultural administrative law enforcement system with clear responsibilities,norms,effective supervision and effective protection,and create a comprehensive agricultural law enforcement team that is politically qualified,proficient in business,highly skilled and efficient,has become a continuous exploration of all levels of government.The author worked in the law enforcement brigade of the Agricultural Commission of Fengxian District,Shanghai.He has worked in the office,agricultural squadron(pesticides,seeds,fertilizers,agricultural machinery)and fishery administration squadron for 10 years.Under the practice of first-line law enforcement,we have already mastered and thought about the operation,task arrangement and law enforcement process of each line.Based on the theories of "seamless government theory","holistic governance theory","internal and external performance evaluation",this paper studies the reform of comprehensive law enforcement of agricultural administration in Fengxian District as an example,analyses the problems existing in the current work of comprehensive law enforcement of agricultural administration in Fengxian District,and excavates the problems.Reasons for birth.On the basis of examples,this paper explores ways to deepen the reform of comprehensive law enforcement in agricultural administration.At present,the research on the reform of agricultural administrative comprehensive law enforcement in China lags behind the actual situation.Therefore,this paper combines the actual situation of Fengxian District to study and explore,which has certain theoretical value and practical significance for the reform of agricultural administrative comprehensive law enforcement and the practice of administrative law enforcement in other fields.In view of the above problems,this article carries on the thorough discussion and the analysis from the following four aspects: the first chapter of the study is the introduction part,aiming at the research background and significance,the related research status at home and abroad,the research ideas and methods,as well as the innovation and shortcomings of the paper are elaborated in detail.The second chapter is the theoretical overview of the paper,which explains the content,connotation and system of the comprehensive law enforcement of agricultural administration,expounds the theoretical concepts of "seamless government theory" and "holistic governance theory",and introduces the "internal and external performance evaluation" system.Chapter 3 takes Fengxian District's comprehensive law enforcement reform of agricultural administration as an example to analyze the effect,problems and causes of the reform,and design a new performance appraisal model based on "both internal and external evaluation".Chapter 4 takes Fengxian District as an example to discuss the ideas and methods of deepening the reform of agricultural administrative comprehensive law enforcement.
