Research On The Reform Of Local Government's Administrative Examination And Approval System From The Perspective Of Holistic Governance Theory

The reform of the administrative examination and approval system has a long history.For a long time,the central government has been promoting and actively implementing it to local governments.The reform has transformed the functions of the government and promoted social development,bringing about fruitful results.While enjoy the achievements of the reform,we must face up to the problems existing in the reform,to face up to all levels of approval "decentralization"of the problems of information barriers between the main body,the background data of examination and approval of the "island" formed by the "fragmented" and lack of service consciousness of thought "ranking all hinder the process of reform.As the main body of the administrative examination and approval system reform,local governments,in the face of such situation,how to deepen the reform of the administrative examination and approval system on the basis of existing achievements,breaking the governance "decentralized" fragmentation ","remodeling"service-oriented "administrative culture,rectify the problems arising from the reform,is a much-needed break.In the context of today's "Internet plus" information technology,the retroactive existing public management theories can no longer fully adapt to the demands of the current reform of administrative examination and approval system,and the empirical research based on the theoretical perspective is still limited.In fact,no matter based on the complexity of the reform of the administrative examination and approval system or the core role of the Chinese government in the reform process,the "decentralization" and "fragmentation" of the reform of the examination and approval system should be attached great importance.The case of Hangzhou building "mobile service city" can provide a new solution to the problems existing in the current administrative examination and approval system reform from the perspective of reform idea,reform method and reform content.As a new paradigm of public governance,the holistic governance theory,from the perspective of citizens' personal needs and relying on information technology,regards integration,coordination and responsibility as the mechanism to promote reform,which is in good agreement with the case studied in this paper in terms of governance dilemma,objectives and means.Therefore,it is of both theoretical and practical significance to examine Hangzhou's reform of building a "city of mobile affairs" with the holistic governance theory.Therefore,this paper constructs a case analysis framework from the perspective of the overall governance theory,selects the literature analysis method and the investigation research method,and carries out the research on the status quo of building "the city of mobile affairs" in Hangzhou under the condition of full combination of theory and practice.Starting from the three levels of organization,technology and service,this paper constructs the analytical framework of "the city of mobile service" in Hangzhou,proposes the path optimization countermeasures for the existing problems and the causes of the problems,and puts forward the in-depth thinking on the future reform trend of the administrative examination and approval system triggered by this research.
