| China’s implementation of the administrative law enforcement on the Yangtze River waters has evolved from the reform of theadministrative system in 1998.That is "segmentation".The land management department based on the industry-wide extension extends to administrative enforcement of the Yangtze River water.It is a professional administrative enforcement.The main law enforcement bodies as follows:Yangtze River Maritime Safety Administration,Yangtze River Shipping Public Security Bureau,Port Authority around the Yangtze River,Yangtze River Channel Sand Management Authority etc.Each water administrative law enforcement entity has its own terms of reference.On the surface,it should be a good situation for each company to perform its duties,coordinate with each other,and jointly manage.But with the economic development,Administrative Law Enforcement on the Yangtze River has revealed many problems:For example,each administers in his own way,duplicate law enforcement;repeated construction of basic equipment,unbalanced development;overlap of authority,law enforcement has low efficiency.And to a certain extent,there are a lot of problems,such as the separation of government and enterprises.These problems have greatly restricted the development of the Yangtze River Economic Belt and impeded the construction of the"Golden Waterway".This article through the literature research method and analysis research method,combine existing related research results,explain relevant basic theories and concepts,through the analysis and research on the development and functions of various water administrative enforcement agencies in the Yangtze River.Explain the main problems existing in the administrative enforcement of the Yangtze River water.Exploring the Causes of the Current Difficulties in Administrative Enforcement of the Yangtze River Water.Finally,this paper combines the new public management theory.From the perspective of Holistic governance theory,take a step-by-step approach,based on The Yangtze River Navigation Authority,Through the integration of all functions of maritime administrative and law enforcement agencies such as maritime affairs,customs,fishery administration,public security,border defense,and environmental protection.As the executive agency of the Yangtze River Administration,legislation to clarify the main body of integrated law enforcement of the Yangtze River Administration.Through the integration of information,equipment and services,change decentralized enforcement for comprehensive enforcement,optimize resource configuration,reduce the cost of administrative law enforcement on the Yangtze River,improve the efficiency of water administrative law enforcement,make the administrative law enforcement on the Yangtze River more reasonable and scientific,better suited to the needs of modernization. |
