Research On The Government’s Promotion Strategy Of The Construction Of Characteristic Towns In Hongze District Of Huai’an City

At present,the construction of new urbanization has already attracted the attention of all parties in the society,with the development of China’s economy and society,new urbanization will become a powerful measure for China’s economic development,characteristic town as a special project for accelerating economic development,it is a powerful hand in the construction of urbanization development,The concept of characteristic town has been existed for a long time,first mentioned since 2014,the central government has made a series of instructions and instructions for the construction of characteristic towns,As well as the promotion of top-level design of national ministries and commissions,it promotes the development of Characteristic Towns and the continuous transformation and upgrading of industries.Ⅰ think the characteristic town of our country has experienced four stages of development:the first stage is that the town serves the surrounding countryside,farmers and agriculture.Since the reform and opening up,Zhejiang Province has been actively involved in the wave of economic development,overcome various difficulties,break through the bottleneck of development in Zhejiang Province,and embarked on the road of a characteristic town,which has also played a second stage.After that,the town began to develop in different types.On the premise of the guidance policy issued by the state,each region successively issued policies,and each region has policies and interpretations for the construction of characteristic towns according to its own characteristics.However,from the current situation of the government’s promotion of the construction of characteristic towns,it gradually shows the difficulties of insufficient system vitality,unreasonable preliminary planning,insufficient core competitiveness,and difficult to support capital policies,which leads to the unknown way of low efficiency utilization of resources and the uncertain future of participants,which to a large extent has a certain impact on the fierce development of characteristic towns.This paper uses the new public service theory,industrial development theory,beautiful rural development theory,combined with the requirements of the ongoing reform of government institutions and functional transformation throughout the country,a large number of literature,comparative analysis and other ways,based on the current situation of the construction of Characteristic Towns in Hongze District of Huai’an City and the problems existing in the construction and development of the government functions in the characteristic towns in Hongze district,At the same time,this paper compares and analyzes the successful advantages and experiences of domestic and foreign governments in promoting the construction of characteristic towns,and takes optimizing the government functions of Hongze District in the process of characteristic town construction as the breakthrough point for in-depth exploration.On this basis,this paper puts forward suggestions on the government functions in the construction of Characteristic Towns in Hongze District of Huai’an City.The first is to establish a long-term strategic planning system;The second is to tap the historical and cultural background;the third is to build a system of public service pattern;the fourth is to play a role of policy guidance.
