Rstudy On Government Behavior In The Development Of Characteristic Agriculture In S Town Of Qingdao City

Characteristic agriculture refers to the modern agriculture that makes effective use of the unique comprehensive In one area,the development of the famous and outstanding agricultural products with special resources,distinct geographical features,special uses and effects.and transforms them into characteristic commodities and supplies them to specific consumer market groups.In the context of the country’s carrying out the rural development,the development of characteristic agriculture in many rural areas is very important,so it can be said that the development of characteristic agriculture has become an important direction of the development of Chinese town economy.In recent years,S town government has taken administrative actions,legal actions and financial Actions to support the development of distinctive Agriculture dominated by blueberries and apples.Its blueberries and apples are active in major agricultural products trading markets throughout the country,and blueberries are sold at home and abroad.S Town has formed characteristic agriculture with obvious advantages.In this article,the status quo of government action in developing special agriculture in S town of Qingdao was described,and further analyzes the statistical results of the survey by means of questionnaire survey and interview with the main enterprises,farmers,purchasers and distributors of characteristic agricultural products,as well as the staff of relevant government departments.To find out the government behavior still has the government role positioning is unclear,the lack of systematic planning,the related supporting system is not perfect,the level of supervision ability mismatch and other aspects of the problem,which is mainly caused by the township government of their own understanding of the lack of strategic planning and core competitiveness,government investment and reform efforts are insufficient.In order to solve the Problems of governmental behavior in developing characteristic agriculture,this paper constructs an optimization program of government behavior In developing special agriculture in S town.The program consists of four aspects: guiding the direction of characteristic agriculture by planning,supporting the optimization of characteristic agriculture by policy,encouraging and guiding the innovation of characteristic agriculture,and supervising and managing the quality of characteristic agriculture.Through these four aspects to optimize the characteristic agriculture in the development of government behavior.In order to ensure the effective implementation of the optimization scheme,the external environment should be used to implement the guarantee,such as strengthening publicity,ensuring the use of funds,and internal development implementation guarantee,such as improving organization construction,optimizing rules and regulations,to comprehensively guarantee the further optimization and promotion of government behavior in the development of characteristic agriculture in S town.
