Study On The City Floating Population Management From The Angle Of The Innovation Of Social Management

In the new situation, many new characteristics of China’s floating population isvery different from the era of the planned economy, the old floating populationmanagement concept, system, mode and method cannot adapt to the new situation. Findout the methods and measures of effective management of the floating population willdirectly impacts on China’s modernization and urbanisation process.On the basic of stones from other hills, combined with Changzhou Xinbei Districtdevelopment situation of the floating population in our city, I creatively put forward themanagement system combining “management of professional organizations” and “largepopulation agency co-ordinating”, in the background of the innovation of socialmanagement, take the law as the basis, serve as fundamental, set unified managementof floating population uniform as foundation, set the modern information technology assupport, is to establish a city floating population management system which includesstrong operability and practical significance.The paper holds that administration work for migrant population is today facing aseries of such new difficulties and problems as backward service concept, non-smoothadministrative system, not-all-round social security, insufficient legal protection of therights and interests of migrant population, increasing pressure from social safety, etc.Aiming at these problems, the feasibility of the proposed are: make the floatingpopulation management work into the economic and social development planning;establishing floating population service and management organization unified; makingthe town （street） and village （community） for localization management platform;to safeguard the legitimate rights and interests of floating population, improve the equalemployment level, to improve the living conditions, and improve medical and health service system, perfect social insurance system, improve education and training system,properly solve the compulsory education problem of children, to enrich the spiritual andcultural life; to improve the management of floating population public service levels,actively exploring the management of the "three new mode", to improve the floatingpopulation census migration system, to establish comprehensive information systemfor the service and management of floating population, to promote the cultivation of thefloating population of folk organization.
