| Policy diffusion is the effective path of government governance in the new era and an important part of studying the change of public policy,so it is widely used in economic,social,cultural and political fields.Most of the existing theories of policy diffusion are established under the western system and the research results are very rich.However,there is a question whether this theory could be directly applied to Chinese system.This paper attempts to combine the western policy diffusion theory with the officials appointment in different districts,and it tries to explore the pattern and influence between with them.Based on China’s political background and policy environment,this paper constructs an analysis framework of trigger mechanism and decision-making process.Under the special background of our country,it summarizes four diffusion modes that are direct pushing model,consult pushing model,pressure pushing model and pressure negotiation model.The paper used the case study method,it summarizes the policy diffusion factors during officials appointment in different districts.It tries to construct the local theory of policy diffusion suitable for Chinese system,to improve the policy diffusion efficiency during the officials appointment in different districts,and to expand the applicability of policy diffusion theory in the region.This paper is structured as follows: firstly,the background and significance of the research are introduced.Based on that,we put forward the necessity of the relationship between the officials appointment in different districts and the policy diffusion.According to the main contents and the methods of the research,we put forward the technical roadmap of this paper and the possible innovations.The second chapter defines the concepts of policy innovation,policy diffusion and officials appointment in different districts.In addition,we distinguished some confusing concepts.After then,we summarized the relevant literatures about policy diffusion,officials appointment in different districts and the relationship between them.In addition,we analyzed the shortcomings of current research and the needs to be studied.The third chapter focuses on the relevant theories about the policy process stage theory,the "agent-structure" theory,the political policy entrepreneur theory,the stakeholder theory and the policy problem structure theory.On this basis,we constructed the analysis framework of trigger mechanism and decision-making process,and we elaborated the meaning,characteristics and forms of the analysis framework.Finally,we summarized the four modes of policy diffusion during officials appointment in different districts and explain the differences between the four models.The fourth chapter is the comparative policy cases analysis part.First of all,we selected four policy cases that are the democratic evaluation,the integration of three unban planning,the reform of the ministry system and the public supervision of government affairs.The four cases are described and analyzed in detail,which verifies the rationality of the four diffusion models proposed in this paper.In fifth chapter,we summarized the five factors that influence officials to carry out the policy diffusion,which are the feasibility of diffusion,the officials of willingness,the officials of dominant power,the officials of diffusion strategy and the institutional environment of diffusion.We try to verify the validity of the five influencing factors by analyzed each of the influencing factors in the selected cases.In the last chapter,we summarized the paper.Then according to the political environment of our country,we puts forward four policy suggestions on the officials appointment in different districts to achieve policy diffusion,which to raise the awareness of policy diffusion of officials,to formulate the incentive mechanism of policy diffusion,to construct a stable policy diffusion Interest Group and to strengthen officials’ capacity for policy diffusion. |
