The Influencing Factors Of National Information Policy Diffusion And Its Simulation Research

In information society,information technology has become an important driving force for policy transfusion.The development of the Internet provides a variety of information carriers,which makes the communication between government and government and people more convenient.The implementation of the E-government project has also bridged the sharing of government information resources,which has greatly promoted the occurrence of policy transfer and reduced the obstruction to the exchange of information.In order to unify information activities and guide the development of the information industry,the State Council has issued various information policies to guide the construction of information.However,the diffusion of information policies is not a simple subordinate execution,the local governments often choose appropriate policies in the actual process according to their own circumstances.Which also indicates that the diffusion of information policy is a complicated and dynamic decision-making process.The study of traditional policy diffusion mainly analyzes basic theory,diffusion mechanism,historical evolution and so on,has not formed the unified cognition to the overall policy diffusion system.This paper selects 131 information policies published by the State Council in recent ten years as a sample,using qualitative and quantitative analysis method,and analyzes the three aspects of policy attribute,internal influence factors and external influence factors.And at the same time,the diffusion dynamic model of the national information policy is constructed based on the model equation,and evaluated the influence of each factor on the actual diffusion process is determined.Finally,the system Dynamics model is used to simulate and analyze the influencing factors of information policy diffusion.First of all,this paper selects the top-down diffusion mechanism in the diffusion of information policies as the object,collects and analyzes the information policy issued by the State Council in the last 10 years,and analyses the process of policy diffusion from the reference between the local information policies' formulation.Based on the theory of policy innovation diffusion and combining with the actual situation of our country,we distinguish the policy attributes,internal factors and external factors which influence the diffusion of information policies.Secondly,we use the Bass diffusion model and accompanying diffusion model to discriminate and analyze all kinds of influencing factors in information policies,and construct a dynamic structural model of various kinds of influencing factors on the information policy diffusion.Then,using the system Dynamic Model simulation method,selected the system Dynamics analysis software of Vensim-PLE,and simulates and discriminates the actual process of information policy diffusion.Finally,according to the system dynamic simulation results,the influence of information policy diffusion results are analyzed and the relevant conclusions are obtained.
