| Think tanks do not often play a decisive role in international policy diffusion,and their non-governmental status is the main structural constraint,so think tanks usually serve as channels and supplements between international policy diffusion subjects,playing the role of "intermediaries" and participating in this process in information exchange mode,active advocacy mode or process communication mode.Through case studies of think tanks participance in international policy diffusion in the energy field,this paper identifies the factors that influence think tanks’ participance mode,summarizing them as policy consistency and government support.On this basis,this paper constructs the causal mechanism between think tank mode selection and influencing factors: under the combined influence of consistent policy and high government support,think tanks will participate in international policy diffusion in active advocacy mode;under the combined influence of inconsistent policy and high government support,think tanks will participate in international policy diffusion in process communication mode;under the combined influence of consistent policy and low government support,think tanks will participate in international policy diffusion in information exchange mode. |
