| In recent years,the aging of the population has become increasingly serious,accompanied by the increasing demand for old-age services.In order to change the status quo,the county-level government strongly encourages the elderly care institutions to participate in community home-based elderly care services.The participation of elderly care institutions promotes the integration of community,home and institution,and has great advantages in relieving the pressure of government.At present,there are many problems in the process of providing community home-based elderly care services,but it is still necessary for county-level cities to develop elderly care services.Based on the above consideration,this paper analyzes the background,current situation,problems and causes of the participation of elderly care institutions in community home-based elderly care services in W County.Theoretically,"welfare pluralism theory" and "community care theory" both support the participation of elderly care institutions.In practice,it is necessary and possible for an elderly care institution to participate in community home-based elderly care services.In county-level cities with weak economic foundation,the elderly care institution has obvious advantages in participating in community home-based elderly care services when some of the original elderly care models fail and it is difficult to make breakthroughs.Taking W County as an example,this paper deeply studies the participation of elderly care institutions in community home-based elderly care services.The aging degree of W County is heavy,the economic foundation is weak,and the task of providing for the aged is heavy,which speeds up the process of participating in the promotion of community home-based elderly care service.At present,W County encourages elderly care institutions to participate in community home-based elderly care services by funding support and introducing elderly care institutions into communities.In the process of providing community home-based elderly care services in W County,the time for elderly care institutions to participate is relatively short,and the participation mode has also appeared some problems in the actual operation of W County,such as the elderly care policy problems,the government’s emphasis on construction while neglecting management,the low acceptance of the society as a whole,the lack of market-oriented operation of elderly care institutions and other reasons,the enthusiasm of elderly care institutions to participate in community home-based elderly care services is not high,business development is slow,and resource linkage ability is poor.In order to better improve the elderly care institutions to participate in community home-based elderly care services,the article through comparative study,learning from Shijiazhuang,Nantong and Qingdao.The paper holds that it is a breakthrough for county-level cities to improve the policy system,service capability and social acceptance of elderly care institutions. |
