Research On Petition Work In S County

Since China's reform and opening up,people's living standards have been greatly improved,and the social industrial structure is gradually transforming.Although China's comprehensive strength is rapidly improving,with the rapid development of the economy,there are more and more problems.One representative aspect is that in recent years,the number of petition cases in various regions of China has shown an increasing trend.The state and the government are paying more and more attention to the living problems of the broad masses of the people.The reasonable demands of the people are also issues of great concern to the government.Therefore,it is particularly important to do a good job in letters and visits,especially the petition workers who deal with the people at the grassroots level(the grassroots level referred to in this article is at the county level).In China's grassroots work,petition work has always been a sensitive area and a difficult point.However,at present,we still lack understanding of the actual work of grassroots letters and visits,and lack of policies and methods to deal with petition cases.The sound development of grassroots letters and visits in China and the better service of the petition departments to the society are major events that affect the vital interests of the people.Therefore,the study of grassroots letters and visits has very important practical significance.This paper selects S county petition work as the research object,and uses the relevant theoretical methods of public management to explain the theory of grassroots government petition work management,and summarizes the achievements of S county on petition work at this stage.Through the literature analysis method,case analysis method,and investigation and research method,I visited the grassroots government of the S County Letters and Calls Bureau and the lower level townships and towns,and found out some problems in the management of letters and visits work by checking the information of the letters and visits,rules and regulations.To sort out the specific problems of the management of petition work in S County,such as insufficient efforts in the construction of the rule of law,imperfect working mechanisms,small responsibility of petition agencies,and irregular work procedures.Study the petition work of S county,explore some problems existing in the petition work of S county government in the current environment,actively learn advanced management experience of petition work,and formulate corresponding improvement measures according to local conditions:(1)Create a social environment of legal rule of law(2)Improve the grassroots letter and visit system;(3)Improve the work mechanism of grassroots letters and visits;(4)Strengthen the construction of petition cadres;(5)Solve the problem of incomplete and unified policy implementation,and finally improve the work of petitions in S County,and ease the contradiction between grassroots letters and visits.Reduce the amount of letters and visits from grassroots governments,innovate social management,and promote the harmonious development of our society.
