Research On Improving Petition Work In Zhuang He

Petition system is a way that the public participate in politics. For a long time, as an expressing right system with Chinese characteristics, petition system is irreplaceable in political life of China. With deepening of the reform and opening up, many new problems about urban construction appear in Zhuanghe, Dalian. It is more and more obvious that petition system is the subsidiarity of the two civilization construction in Zhuanghe. However, facing the situation of the highly developed society and diversified social interest, there are some disadvatages in petiton system. Since the event of kneeling petiton has happened in2010, the quantity of petition has rised sharply in Zhuanghe. Therefore, it is extremely urgent to study and improve current petition system.This thesis will deeply investigate and analysis the existing problems and the reasons of petition work in Zhuanghe through collecting the materials of running condition of petition work, interviewing and questionnaire survey. Also this thesis will put forward the corresponding countermeasures basing on those investigations. The analysis result shows that the petiton work obtained a certain effect as it resolved social intense contradiction. However, as the petiton organization is short of authority, lacking of accountbiliy mechanisms, unclear acceptance scope and other influence of social factor, the petition case is more and more complicated, there are much more nail households and visiting groups. The prestige of governmental agencies is gradually descending. Because of the exsisting problem, the writer presents some countermeasures and suggestions for perfecting the organizational guarantee, acceptance procedure, innovation service management and prevention system to improve petiton work in Zhuanghe, Dalian.
