From The System And Mechanism Innovation Of The Petition Work In Shenyang To See The Causes And Solutions Of The Health Petition Work

The secretary-general, Hu Jintao, pointed out,‘the petition work excludes thedifficulty and anxiety for people and is the basic work of building harmonioussocialist society.’ As an important part of our Party’s mass work, the petition workplays a big role in many aspects. Such as developing socialist democracy, coping withcontradictions among the people, safeguarding people’s legitimate rights and interests,promoting social harmony and stability, strengthening building a fine clean partyculture and so on. But on entering into the new age, as a result of socialtransformation and system shunting, social contradictions and problems are behavedmore complicated in the masses’ letters and visits which show that various problemsare interwined. They are issues left over from history and questions of reality,economic interests apeal and political rights apeal, reasonable requests and illegalmeans, resonable apeals in majority and unresonable requests in minority, the masses’spontaneous behaviour and hostile forces’ control. The petition work meets aunprecedented challenge. we need to find the sally port to solve these problems sothat we can promote the innovation and development of the petition work.Shenyang is an old industrial base which has comparatively much variousaccumulated social contradictions and problems and the number of the letters andvisits are staying at the top. Health system is the focus that the masses pay attention to.The conflict between patients and doctors becomes more and more intense day by dayand more difficult to solve. On the base of deeply understanding the basic conceptabout petition, in this thesis I use the ways of collecting documents, analysing historyand theory and investigating the fact and trace back to the history of Chinese petitionsystem. I deeply analyse the present petition situation, regime innovation and thefeature of health petition in Shenyang and the reason of causing letters and visits andthen suggest the way to deal with the health petition work well. There are six parts inthe thesis. The first part is introduction. It explains the background of selecting topic and the significance of investigation and generalizes the present investigationsituation at home and abroad and this thesis’ investigation method and innovation.They are for the following writing. The second part is the summary of petition. In thispart, I introduce the concept of petition and trace back to the history of petition andthe formation and development of the socialistic petition work. The third part is theanalysis of present petition situation. According to both domestic and internationaleconomy and politics situation, I analyse the situation that present petition work isfacing. At the same time I analyse the petition situation and system innovation inShenyang. And linking the letters and visits of health, I analyse the feature of healthpetition. The fourth part is the cause of petition. I analyse the main reasons of petitionand health petition and prepare to make further statement of dealing with petitionwork. The fifth part is the solutions. I suggest the solutions of dealing with healthpetition from five different aspects. The sixth part is the experience and inspiration ofthe new system of petition system in Shenyang. At last I advance that goodgovernanceis the direction of system transformation.
