Research On Coupling Mechanism Of Government And Enterprise In Government Data Governance

The "Decision of the CPC Central Committee on Several Major Issues Concerning Upholding and Improving the Socialist System with Chinese Characteristics,and Promoting the Modernization of the National Governance System and Governance Capability" adopted by the Fourth Plenary Session of the 19 th Central Committee of the Party emphasized that "sound labor,capital,land,knowledge,Production factors such as technology,management,and data are contributed by market evaluation and determined by contribution." This is the first time data as a production factor has been clarified at the central level.The inclusion of data in production factors reflects that effective data is important for productivity component.In recent years,governments around the world have responded to the national big data strategy and issued relevant big data policy documents,and have made many explorations and attempts to develop and utilize government data resources to accelerate the progress of government data governance practices.Limited by Technical limitations,lack of professional talents,and data governance costs and other obstacles and difficulties,the effectiveness of data governance varies from place to place.Faced with the above data governance dilemma,local governments have chosen to cooperate with enterprises in the development and utilization of government data resources.Enterprises participating in government data governance can complement each other and promote each other.It is foreseeable that government-enterprise cooperation will become an inevitable trend of government data governance in the future.Therefore,comb the current status of government-enterprise cooperation in government data governance,analyze the correlation and interaction between government and enterprises in government data governance,and explore a way to maximize the value of government data resources and government and enterprises and the government-enterprise cooperation approach to coordinated and orderly overall development has become urgent and important.Based on the research perspective of system coupling theory,this article will analyze the relationship and interaction between government and enterprises in government data governance,and analyze and classify the four core links of data collection,data sharing,data openness and data utilization in existing government data governance,classify and analyze the cooperation model,refine the coupling characteristics and connotation of the two,build a theoretical analysis model of government-enterprise coupling consisting of basic elements,core elements,enabling elements,and target elements,and build a evaluation model of the coupled development guided by the theoretical analysis model.The evaluation model of the coupled development will provides a new concept and evaluation method system for analyzing the coupled development of government and enterprises in government data governance,in order to promote the formation of a collaborative governance pattern in the field of government data governance.
