The government’s ability to invest and dispatch innovative resources has a profound impact on economic development.The government provides policy support for scientific and technological innovation,guides enterprises to create innovative advantages,guides schools as the main battlefield of basic research to cultivate talents for innovative development,and promotes the development of innovative economy.At the same time,economic development provides a material guarantee for the government to participate in scientific and technological innovation governance,which can effectively promote the improvement of the government’s scientific and technological innovation governance capacity.However,underdeveloped regions lack material security,and their innovative governance capabilities are often lower than those of developed regions.It can be seen that the coordination between the government’s technological innovation governance capacity and economic development level is crucial for regional development.Previous researches on the relationship between technological innovation governance and economic development has focused more on the single directional role of technological innovation governance capacity in economic development,but there are few articles on the interaction between technological innovation governance capabilities and economic development.Based on this,there analyzes the coupling mechanism between government technological innovation governance capacity and economic development level based on reference to previous literature in the study.The evaluation index systems for the technological innovation governance capacity and economic development level of the Beijing Tianjin Hebei government are constructed respectively.After that,the entropy method is used to measure and evaluate the government’s technological innovation governance capacity and economic development level in Jing-Jin-Ji region.Then this paper analyzes the coupling coordination degree and driving factors of the two systems by establishing a coupling coordination degree model and a gray correlation degree model.The conclusions drawn from the study are as follow: Firstly,there are differences in technological innovation governance capabilities and economic development among the three regions of Beijing,Tianjin,and Hebei.In terms of technological innovation governance capacity,Beijing is greater than Hebei which is greater than Tianjin.In terms of economic development,Beijing is greater than Tianjin which is greater than Hebei.Secondly,from2010 to 2020,the coupling degree between Beijing,Tianjin and Hebei was at a high level of coupling,with improved coupling and coordination.The government’s technological innovation governance capacity and economic development are constantly trending towards high-quality coupling and coordinated development.Thirdly,Beijing’s economic development lags behind the government’s ability to govern technological innovation.Fourthly,the economic development of Tianjin and Hebei lags behind the government’s scientific and technological innovation governance capacity.Fifthly,human resources,financial resources,and innovation platforms are important internal driving factors that affect the degree of coupling coordination.Based on the current development situation in various regions,the following suggestions are proposed: Firstly,Beijing should improve the strategic layout of regional economic resilience.Secondly,the Tianjin Municipal Government should fully stimulate talent and industrial vitality.Thirdly,the Hebei government should insist on guiding the industrial transformation and upgrading within the region.Fourthly,continue to deepen cross regional scientific and technological innovation cooperation between Beijing,Tianjin and Hebei.
