Abstract/Summary:
In the era of digital economy,data has become the core resource for the development and competition of countries around the world,and as the largest holder of massive data,the open sharing of data by government departments can not only promote the improvement of the government’s digital governance capabilities,but also generate huge data dividends and bring about the vigorous development of the digital economy.Therefore,studying the coupling and coordination relationship between government data openness and digital economy is of great significance for deeply mining the value of data,realizing data interconnection,promoting the development of digital economy,and improving regional digital capabilities.Taking nine provinces and cities in the eastern region as the evaluation object,this paper first qualitatively analyzes the coupling mechanism between government data openness and digital economy.Secondly,the government data openness and digital economy evaluation index system was constructed,and the entropy value method was used to measure and analyze the data openness level and digital economy development level of the governments of nine provinces and municipalities in the eastern region.Thirdly,the coupling coordination degree and relative development degree of the two systems are calculated based on the coupling coordination model and the relative development degree model,and the spatiotemporal analysis of the coupling coordination relationship between the two systems in nine provinces and cities in the eastern region is analyzed from the overall and provincial and municipal levels.Finally,the grey correlation model is used to analyze the key influencing factors in the coupling effect of the two systems.The results of the paper are as follows.First,from 2018 to 2021,the level of data openness and the development level of digital economy of the nine provinces and municipalities in the eastern region showed an increasing trend year by year,but the difference in development speed and development level was significant,the level of government data openness fluctuated to a large extent,the level of digital economy development was relatively stable,and the regional gap continued to expand with the passage of time.Second,from 2018 to 2021,the coupling coordination degree of data openness and digital economy of the governments of 9 provinces and municipalities in the eastern region continued to rise,but the overall index was not high,the coordination degree of provinces and cities fluctuated slightly,and the overall type of coupling coordination moved from bordering imbalance to barely coordinating,among which,Guangdong Province has entered the intermediate coupling coordination stage,and Beijing and Zhejiang have entered the primary coordination stage.Third,from the perspective of relative development,only Guangdong,Beijing and Jiangsu government data opening and digital economy have reached synchronous development in the eastern region,while the remaining provinces and cities are still lagging behind the government data opening in the development of digital economy.Fourth,from the perspective of influencing factors,the top five influencing factors as a whole are the basic layer of government data openness,industrial digitalization,government data open data layer,telecommunication capabilities,and digital industrialization.Finally,the paper proposes the following countermeasures.First,improve the ability to value data to further expand the openness of government data;Second,promote the exchange of experiences across provinces and cities to break down barriers to regional development;Third,emphasize that provinces and cities should adapt their policies to maximize the coordination effect;Fourth,use diversified means to sustainably develop the digital economy.
