"Combination of punishment and reform,with the aim of reforming people" is the guiding principle for the work of China's prison system.To reform prison prisoners,eliminate their criminal thoughts,correct their wrong ideas,correct their worldview values,affect social harmony and stability,and have a positive effect on social public security and national security.In the past,the reform of prisoners in China was mainly divided into supervision,education and labor.The National Judicial Work Conference in 2018 proposed that the overall national security concept should be used as a guide to add political reform and cultural reform on the basis of the original three major reforms,and jointly build a new pattern of “five major reforms” to promote the governance capacity and the prison system in China.Modernization of the system.This article starts from the actual situation of the reform management of prisoners in JP prison,and uses the literature research method and in-depth interview method to analyze the current status of reform management.The first is to conduct research on the reform and management of prisoners in custody at the current stage in JP Prison,and analyze the structure of prisoners in custody and the current status of the prison management team.The second is the practice under the framework of the "five major reforms" from the JP prison reform management process at this stage.Focus on the content of political transformation and cultural transformation.The third is to analyze and propose countermeasures for the specific problems and causes of JP prison reform management.Based on the study of the JP prison reform management model,it is concluded that there are different levels of problems in the reform of JP prison service personnel.First,the political reform leadership status is not prominent,and the education reform is not targeted,resulting in unstable reform management,making it difficult to achieve effective management.Secondly,there are problems such as insufficient punishment of supervision reform,alienation of labor reform functions,and greater arbitrariness of cultural reform.At the same time,various reform managements have not played their respective maximum functions and failed to form an effective joint force.In view of the problems found,the author deeply analyzes the causes of the transformation management problems,including the insufficient attention paid to political transformation by the managers,the inadequate implementation of the system,the old-fashioned concept of education reform,the unscientific way of social assistance,the deep-rooted safety concept,and the transformation of labor to pursue benefits 1.The benefits distribution mechanism is irrational,cultural transformation lacks systematic planning,and funding guarantees are inadequate.Based on the actual situation of the JP prison,analyze the problems and their causes,and combine other prison practices,from strengthening the theoretical study of political transformation,optimizing the form and content of education transformation,regulating the disciplinary function of supervision and transformation,strengthening labor skills training,and promoting the overall plan for cultural transformation.Various aspects put forward countermeasures to strengthen the reform management of prisoners,and provide some references for improving the reformation level and quality of prisoners and building civilized prisons.
