Research Of Main Issues And Countermeasures Of Social Security Card Publishing In Huizhou City

Social security card is mainly applied to the social management and public service of the government in the field of human resources and social security.The implementation of social security card is a favorable policy for the convenience and benefit of the people.Since it was issued to the public,human resources and social security departments have been committed to the goal of multi-use of one card and full coverage of the whole country.Based on social security card as a breakthrough point,this paper based on the collaborative public management theory,through to the huizhou social security card issuance of extensive investigation,find out the main problems of restricting social security card issuance,and based on the functions of collaborative optimization countermeasures,for the masses to provide efficient and seamless social security of public services.This article is based on the understanding of the above problems,on the basis of collaborative public management theory,to huizhou social security card distribution as the main research object,the integrated use of a variety of research methods,main content has four aspects:Firstly,a brief introduction the background of the research significance and the domestic related research were reviewed,and the research method and content of this article brief explanation;This paper defines the two main concepts involved in this paper,and elaborates the key theory used in this paper,namely collaborative public management theory,to lay a certain theoretical foundation.Secondly,the general description of current construction situation of domestic social security card,summed up on the social security card issuance,developed cities such as Beijing Shanghai hangzhou advanced practice,to provide reference experience again to huizhou.Thirdly,integrated use of literature analysis,the methods of comparative analysis,combing the practice of social security issue of huizhou city status and results,combined with questionnaire and interview survey extensively,find out the main problems existing in the social security card issuance,huizhou analysis form the cause of the problem.Finally,combination of the above analysis,combines the actual conditions of huizhou,puts forward how to perfect mechanism of public participation from the government’s leading and expand the application point of view,puts forward some countermeasures for optimizing and form a set of has guiding significance to the social security card issued by the construction of ideas,in order to further promote the huizhou social security card issued toprovide necessary theoretical support work.
