Study On The Construction Of Social Security Card Service System In Lu’an City From The Perspective Of Holistic Governance

In order to achieve the beautiful vision of convenience,benefiting the people,China has gradually carried out the construction of the second-generation social security card,and formulated the overall construction goal of "one card for all" to built the social security card into a livelihood card applied in many fields closely related to the interests of the people.The issuance of the third-generation social security card and the related construction of social security cards are still one of the key work contents.In the process of the integration of the Yangtze River Delta,it is required to explore the use of social security card as the carrier to realize the "one card" of residents’ service,broaden the application of social security card in cultural tourism,transportation and other aspects,and achieve the same city treatment with the goal of cross provincial universality.The development of social security cards in Lu’an is also to apply social security cards to more public service areas,but it will inevitably encounter some problems in the system construction process.From the perspective of holistic governance,most of the problems encountered in the social security card service system in Lu’an City show a fragmented state.From this perspective,this paper explores the service idea of "one card for multiple purposes and one card for general use" of social security card,and gives relevant countermeasures and suggestions from the perspective of holistic governance,so as to improve the overall service level with social security card as the application carrier.Focusing on the construction of social security card service system in Lu’an City,this paper expounds the problems in the construction of social security card service system in Lu’an City from the perspective of Holistic Governance and analyzes its causes through literature research,case analysis,comparative analysis,questionnaire and other methods.
