Research On The Optimization Of The "social Security And Banking Cooperation" Model For Issuing Social Security Card

As China’s social security system continues to accelerate,the processing of social security cards has entered the fast lane,and the public’s demand for cards is increasing day by day,putting forward new requirements for improving the processing capacity of social security cards in a fast,convenient and efficient manner.In this situation,the government social security department began to actively explore the "social bank cooperation" model,outsourcing the social security card issuance service to commercial banks.However,the cooperation model between the government and banks is still in the exploratory stage,and there is a need for practical innovation and continuous optimization of the "social bank cooperation" model for social security card issuance.Taking Rizhao city as an example,this paper studies the optimization of the "social bank cooperation" model of social security card issuance from three aspects:source management,process management and result management.Firstly,on the basis of literature research,the concept and theoretical basis of the "social-banking cooperation" model are sorted out and defined.Secondly,the "social-banking cooperation" model in which CCB Rizhao Branch and Rizhao Municipal Government’s social security organizer participate in social security card issuance is analyzed.Then,we analyzed the problems and reasons of this model according to the process management evaluation indexes of social security card issuance by combining questionnaires and interview outlines.Finally,we proposed suggestions for the optimization of the "social banking cooperation" model.Research shows that there are still many problems with the "social banking cooperation" model implemented in Rizhao City: in source management,there is a need to improve the quality and efficiency of basic information collection,and the human-machine joint defense mechanism for customer information protection is not sound,unreasonable staff structure and insufficient professional capacity;in process management,there are problems such as lack of standardized guidance and training,inadequate government supervision functions,imperfect system functions and inadequate information sharing mechanism;in result management,there are problems such as single application scenario,low level of refinement management,lack of effective incentive and assessment mechanism,and inadequate management of consumer protection complaints that need to be solved.In order to optimize the "social-bank cooperation" model and promote the healthy development of social security card business,the following suggestions are put forward: in source management,we should increase the popularization of electronic social security cards,create a safe card environment,optimize the structure of professional staff and improve the business training mechanism;in process management,we should strengthen the guidance of business training,strengthen the supervision and management mechanism of the government,strengthen technological innovation,increase the investment in service facilities,and build a platform for information communication and sharing;in terms of result management,we should actively carry out vertical and horizontal linkage,speed up the construction of social security card application scenarios,clarify the responsibilities and rights of cooperative entities,improve the level of refined management,establish a scientific and reasonable performance assessment mechanism,and do our best to resolve the consumer protection complaints.In short,it is to strengthen the foundation of cooperation,stimulate new momentum of cooperation,give full play to the complementary advantages of "social banking cooperation",and better promote the high-quality and sustainable development of social security in the region.
