Research On Collaborative Management Of Social Security Card Service

Social security card is the only major industry card listed in the 12th Five-year Plan and the 13th Five-Year Plan for Economic and Social Development of the People’s Republic of China.It’s the only government service card with national emblem and financial function.Social security card has become an important carrier of people’s livelihood services in China.The Party Central Committee and the State Council have repeatedly put forward clear requirements for social security card services.Since 2018,the Party Central Committee and the State Council have put forward the idea of"establishing,forming and promoting the’ one card ’service management mode with social security card as the carrier" in many documents involving Hainan,Xiong’an new area,Shenzhen and the western development requirement.Social security card service is gradually becoming a basic quasi-public product of the country and a carrier to improve the level of government public service.With the increasing of social security card application scenarios and the increasing frequency of use,cardholders put forward higher demand for social security card services:services from offline to online and offline parallel,from local to provincial,and the next step is to realize nationwide.At present,the service management of social security card is obviously out of touch with its application.The relevant services are mainly provided by the human resources and social security department.There are some problems,such as poor service management cooperation among government departments,low level of cooperation with profit-making organizations,insufficient information resource sharing,unclear fund raising and liquidation methods,imperfect supervision system,the low cooperation enthusiasm of the relevant departments and so on.No cooperative management mode suitable for the current social security card service situation has been formed.Based on the above understanding,this paper adopts the research idea of "Putting forward Problems-Theoretical Construction-Case Analysis-Solving Problems" to study how to strengthen the cooperative management of social security card services,and takes the S Province as an example to put forward operable countermeasures and suggestions.Firstly,based on the quasi-public goods theory,the supply of quasi-public goods theory and collaborative public management theory,through the analysis of the necessity of collaboration,management participants and collaboration content,the collaborative management model between government departments,government and enterprises and other profit-making organizations is constructed;then,the case analysis,field research,interview,comparative analysis and other research methods are comprehensively used methods,combined with the management of social security card service in the S Province,the outstanding problems in the management of social security card service in the S Province were deeply analyzed,and the causes of the problems were analyzed.Finally,referring to the constructed management mode,combined with the actual work of social security card service in the S Province,from the establishment of the joint meeting system between government departments,strengthening the service competition among profit-making organizations,strengthening the cooperation between government departments,strengthening the service competition between profit-making organizations,and strengthening the management of social security card service in the S Province Finally,it puts forward the optimization countermeasures and suggestions from the aspects of establishing the provincial cooperative management platform,establishing the whole service process supervision system and implementing the effective responsibility and incentive mechanism,and looks forward to the future research on the cooperative management of social security card in China.
