Guangzhou has historically been an important port for business between China and the West.Since economic reform and opening up,Guangzhou has become increasingly international.Affected by factors such as economic development,labor market,and geographic location,the problem of“Three-illegal behavior”foreigners in Tianhe District of Guangzhou City has become more and more serious,showing the feature of gradually increasing population and accelerating growth rate.This probleme has adversely affected national security,border management,Social order,international relations,and national identity.Based on this,this article takes the "Three-illegal behavior" foreigners in Tianhe District of Guangzhou City as the object of research,and uses the collaborative governance theory to analyze and improve the“Three-illegal behavior”foreigners governance effect.First of all,this article sorts out and analyzes the“Three-illegal behavior”phenomenon in Tianhe District,Guangzhou,introduces the main types and country of origin of the“Three-illegal behavior”foreigners in Guangzhou in recent years,and analyzes the characteristics,formation reasons and local adverse effects and practical harm that brought by“Three-illegal behavior”.Secondly,using the theoretical analysis framework of collaborative governance,analyze the status quo and existing problems of the“Three-illegal behavior”foreign governance in Tianhe District.Finally,based on the theory of collaborative governance,counter measures are proposed to improve the governance effect of the“Three-illegal behavior”foreigners in Tianhe District,Guangzhou.
