Study On Mechanism About Recovery Of Stolen Money And Goods In Illegal Fund Raising Crime From The Perspective Of Collaborative Governance

Since the reform and opening up,the market economy of China has developed rapidly,which has brought unprecedented economic activities to the whole society,but also brought high incidence of economic crimes.Especially in recent years,with the active private financing and lending,the growth of people's idle funds and the enhancement of the need for investment preservation,a variety of high interest investment and financial management projects emerge in an endless stream,which leads to the increasing crime of illegal fund-raising.Illegal fund-raising crime is a typical stakeholder type economic crime.Because of the large number of people involved in fund-raising,the large amount involved in the case,the various means of fund-raising and the high concealment,the damage to the social and economic order is strong,and the pressure of stability maintenance in the process of disposal is great.The problem of illegal fund-raising is not only an economic problem,but also a judicial problem after the crime of illegal fund-raising.In the process of illegal fund-raising,how to effectively solve the problems encountered and maximize the effectiveness of recovery has become one of the situations that the current society urgently needs to face.It is difficult to achieve the above-mentioned goals only by relying on the strength of a single department,and the importance of collaborative governance is particularly prominent.However,the existing research rarely involves this field.Therefore,it is of great theoretical and practical significance to study the collaborative governance in the process of illegal fund-raising.This study is divided into six parts.Mainly under the guidance of synergetic governance theory,information asymmetry theory,group behavior theory and public crisis governance theory,through the use of literature research and case analysis,the paper discusses and analyzes the problems involved in the process of illegal fund-raising recovery,and puts forward a new mechanism of illegal fund-raising recovery.The first part is the introduction,which mainly introduces the background,purpose,theoretical and practical significance of this study,briefly describes the current domestic and foreign related research status,and introduces the research ideas and methods.The second part mainly introduces the related concepts,including the explanation of illegal fund-raising and recovery of stolen goods and losses,the introduction of research theory,the necessity and importance of collaborative governance of illegal fund-raising recovery of stolen goods and losses.The third part mainly introduces the current situation of illegal fund-raising cases,the participants and the existing operation mechanism in the process of illegal fund-raising recovery.The fourth part,mainly analyzes the deficiencies in the process of illegal fund-raising,analyzes the deep-seated reasons,combined with the relevant theories.In the fifth part,it mainly puts forward the countermeasures and suggestions to construct the mechanism of recovery of stolen goods and losses in order to provide reference for the recovery of stolen goods and losses.The sixth part,summary and prospect,summarizes the research conclusion,and prospects the working mechanism of illegal fund-raising.This article considers that the recovery of illegal fund-raising is a comprehensive and systematic work.Through research,we can accurately grasp every joint of the recovery of illegal fund-raising crime,build a cooperative operation mechanism,play a positive role together,maximize the recovery of investment losses for fund-raising participants,prevent and resolve unstable factors,maintain economic order and social stability,and protect the people All legitimate rights and interests make important contributions.
