Research On The Problems Of Guangzhou Three-illegal Foreigners' Governance And Strategy

In the past twenty years,China's fast developing of economic makes it open wider to the outside world,which increases the amount of the foreigners who come for traveling,visiting,studying,working and settling down.Guangzhou,the political,military,economic,cultural and educational center of Southern region of China,has attracted more and more foreigners to invest study,work and live.The amount of Consulate General in Guangzhou reaches 53,which makes Guangzhou ranking the second place in the country,and the headquarters economic development capacity ranks the top three.In Guangzhou,the amount of foreign invested enterprises is more than20,000 and the number of world's top 500 enterprises is 236.While the increasing of foreigners in Guangzhou promotes the economic growth,it has also brought some negative phenomenon,the most prominent of which were the illegal aliens,illegal residence and illegal employment which was regarded as "three illegal" case.In recent years,the number of “three illegal” cases handled by Guangzhou city public security organs has increased."The problem that the population of "three illegal" foreigners increased rapidly has become prominent and urgent for the management of foreigners in Guangzhou.This paper using case interview and on-the-spot investigation method,carried out the interviews,based on large amount and accurate informative documents.In this paper,it analyzed various immigration laws and regulations of some countries with perfect immigration management system,such as United States,France and Canada.At the same time,visits to local foreign community and in-depth communication with the key staff of foreigner management have been conducted.Based on Chinese and foreign theory of management for foreigners,combining with the study of managing situation of the "three illegal" foreigners in Guangzhou,this paper explored foreigners management measures which fit to the characteristics of the "three illegal" situation in Guangzhou and established foreigner management of long effect mechanism,aiming at achieving the goal that the "three illegal" foreigners would be effectively managed and Guangzhou would become the "safe Guangzhou","happy Guangzhou".
